NOTICE OF AVAILABILITY AND NOTICE OF COMPLETION FINAL ENVIRONMENTAL IMPACT REPORT
In accordance with the California Environmental Quality Act ("CEQA") and the State CEQA Guidelines, a Final Impact Report (EIR) has been prepared for the following proposed project:
Hillside Wilderness Preserve and Hillside Recreation Area Resource Management Plan (State Clearinghouse No. 2008081097)
Project Description/Area: The proposed Hillside Wilderness Preserve and Hillside Recreation Area Resource Management Plan (RMP) (the "Project") would guide long-term management for the 1,416 acre Project Area located in the foothills of the San Gabriel Mountains within the northern portion of the City. The RMP is focused on enhancing wildlife habitats, developing vegetation management practices, and providing safe, lowimpact recreational opportunities with public access.
NOTICE IS HEREBY GIVEN that the City of Monrovia is releasing the Final Environmental Impact Report (EIR) on the Hillside Wilderness Preserve and Hillside Recreation Area RMP. Since the Final EIR is responding to comments on the Draft EIR, there is no comment period. The Planning Commission will consider the Project and Final EIR at their November 9, 2011 meeting at which time the public can speak to the EIR. The Planning Commission will make a recommendation to the City Council for final action. The Community Services Commission will consider the Project and Final EIR and Resource Management Plan (RMP) at their December 13 2011 meeting. The Commission will make a recommendation to the City Council for final action on the RMP. It is anticipated that the Project and Final EIR will be considered for approval by the City Council on February 7, 2012. All public meetings will be held at Monrovia City Hall, 415 South Ivy Avenue at 7:00 p.m.
Final EIR: The Final EIR prepared for the Project includes responses to all comments received on the Draft EIR (Section 2.0, Responses to Comments, in the Final EIR). The Draft EIR was made available to various public agencies, citizen groups, and interested individuals for a 60-day public review period from August 1, 2011 through September 29, 2011. A complete list of all persons and agencies commenting on the Project is included the Final EIR. Section 3.0, Correction and Additions. The Final EIR includes corrections and additions to Draft EIR. A Mitigation Monitoring and Reporting Program (MMRP) is presented in Section 4.0 of the Final EIR. No significant and unavoidable environmental impacts were identified in the EIR.
Document Availability: In accordance with Public Resources Code § 21092.5, public agencies that commented on the Draft EIR have been provided with a copy of the Final EIR, which includes Responses to Comments, along with this notice. Other interested parties may review and/or obtain a copy of the Final EIR document at the locations listed below:
