My Final City Manager Update Report!
This is difficult message to write, but I wanted to share with everyone that this will be my final City Manager’s Update message. This coming Friday, September 20, will be my last day working in Monrovia, and more than anything, what I feel right now is a profound sense of gratefulness.
Grateful that I had the chance to work for this amazing place called Monrovia during the past five years. And grateful for your support as the team at the City worked to best serve you in our efforts to create a community that offers a premier quality of life. Monrovia has been a central part to the story of my life, and looking back on all of it… words just fail me. I feel such overwhelming appreciation that you allowed me the privilege of serving as your city manager, and I am so immensely proud of what we have been able to do collectively… together.

Here He Comes To Save The Day… Brad Dover Is On The Way… To Hopefully Assume The Role As Our Interim City Manager, That Is!
I wanted to let everyone know that at this point in time, while we’re not sure who Monrovia’s next permanent city manager will be, regardless, the City will be in need of an interim city manager to help lead the organization as we work through the transition process.
To that end, I was hoping that you’d que the music (in your head, of course!)… because here he comes to save the day! Brad Dover is on the way!
Tonight, the City Council will consider an agreement to name Brad Dover our official interim city manager. During the past five years, I’ve come to the realization that Brad is simply one of the best leaders – and best human beings – to have ever walked the planet. And I’m so confident that Brad will do an amazing job as Monrovia’s interim city manager!
So if you see Brad walking around town, you might want to stop him and give him a hug to congratulate him on his new role!
And Brad… on behalf of the entire community… thank you!
City Set To Consider A Modest Price Shift For GoMonrovia ($0.50 / Ride Increase On Shared Platform) To Counter Actions Being Taken By The California State Legislature
During the past few weeks, staff has been monitoring Assembly Bill 5 (“AB 5”) in the California State Legislature, which aims to transform the gig economy by reclassifying “independent contractors” as employees. AB 5 seeks to radically alter the environment and context in which certain companies operate, which would have the impact of creating significant new operating cost increases. Among the companies that would be impacted include Uber, Lyft, Postmates, and DoorDash, along with any other industries that rely on the use of independent contractors to operate.
On September 10, 2019, California State Legislature formally passed AB 5. The measure was adopted by the State Senate by a vote of 29-11, and the State Assembly voted to ratify the legislation by a 56-15 margin. Also of note, Governor Newsom has stated that he will sign the bill into law, and the new regulations will take effect January 1, 2020.
From a Monrovia-centric perspective, this new bill will have an impact on our GoMonrovia operation. By forcing companies like Lyft and Uber to transition drivers (who are currently classified as independent contractors) into employees, experts have indicated that labor costs for both companies could increase by $800 million annually. This will almost undoubtedly translate into increased costs for passengers, and given the current transit model we have deployed in Monrovia, approval of AB 5 means that we are likely going to see higher program costs in 2020.
Currently, based on the pricing model that we’ve developed for GoMonrovia ($0.50 – Old Town & Station Square & Hospitals // $2.50 – Shared Ride Anywhere in Monrovia // $5.00 – Classic Ride Anywhere in Monrovia), the overall program is fiscally sustainable, with projected Lyft costs falling right in line with our identified transportation revenues of $1.2 million / year.
However, given the approval of AB 5, staff believes that the City should consider instituting a relatively minor GoMonrovia rider fare cost increase at this time. Given that AB 5 introduces significant uncertainty for the gig economy, and by extension Lyft, staff believes that the best way to address that uncertainty would be to create financial breathing room for the overall program. In that way, if Lyft is impacted in the future by AB 5, the financial flexibility that we create now will give us more options for assessing future challenges that we will no doubt have to address.
Based on analysis conducted by staff, we are recommending that the following program fare modifications be implemented, as outlined below:
- $1.00 / Shared ride for any ride to / from Old Town and the Gold Line Station
- This constitutes a $0.50 fare increase.
- $3.00 / Shared ride anywhere else in the service area
- This constitutes a $0.50 fare increase.
- $5.00 / Classic ride anywhere in the service area
- This constitutes no change in rider fare
Based on our analysis to date, staff is recommending that the new pricing take effect November 1, 2019. Furthermore, by implementing this pricing shift, staff has identified that overall program costs will decrease by around $180,000 / year, which will help create some financial breathing room to offset the anticipated future cost increase that will result as a result of the approval of AB 5.
This matter will be reviewed and considered by the City Council this coming Tuesday, and if you have any questions, please feel free to let me know! In addition, included below are some links to stories regarding AB 5!
Monrovia Named As A Finalist For The LAEDC Most Business Friendly City Award!!!
The Los Angeles County Economic Development Corporation (LAEDC) press release names Monrovia as a finalist for the most business-friendly city in LA County. Of note… this is the third year in a row that we’ve been named a finalist in the category for cities with a population of under 50,000. The other finalists in our bracket include Duarte, La Mirada, San Gabriel, and Santa Fe Springs.
The attached press release provides additional information regarding the award nomination. Award winners will be announced live at the 24th Annual Eddy Awards, on Thursday, November 7, at JW Marriot at LA Live. The award nomination recognizes cities that deploy business-friendly programs and services that support job-creation, and finalists were selected through independent review by a panel of blue ribbon judges, based on the following criteria:
- Demonstrated priority commitment to economic development and quality jobs
- Excellence in programs and services designed to facilitate business entry, expansion, and retention
- Competitive business tax rates and fee structures
- Availability of economic incentives
- Effective communication with and about business clients
Sales Tax Outreach Plan Being Finalized By Staff
I wanted to let everyone know that even in the midst of everything else going on, the team hasn’t taken our eye off of the sales-tax ball! We’ve been working to develop our overall Measure K outreach plan, which is set to launch in October with the following key components:
- A water bill insert has been developed with educational materials regarding Measure K and will start hitting resident mailboxes towards the later part of September 2019.
- We are nearly finished confirming the initial outreach schedule for our boards, commissions, and community groups, where staff will be making an updated presentation about Measure K. The outreach schedule currently includes:
- Library Board – September 26
- Rotary Club – October 1
- Coordinating Council – October 7
- MOTAB – October 8
- Community Services Commission – October 8
- Planning Commission – October 9
- Historic Preservation Commission – October 23
- Kiwanis – TBD
- We have also coordinated to host two general community meetings regarding Measure K, and we’ll be rolling our MAP Area Leaders into the fold for one of those 2 outreach meetings, which have been scheduled to take place as follows:
- October 19 @ 11 a.m. – MAP-ed group and general community will be invited to participate in this Saturday meeting
- October 22 @ 7 p.m. – this general community meeting will be offered to help provide an additional chance for the City to provide background on Measure K
- Staff has also developed an updated presentation deck to guide our upcoming outreach push.
Volunteers Needed For Read Across Monrovia On October 3
Help promote literacy in Monrovia by volunteering as a classroom reader during Read Across Monrovia on Thursday, October 3rd! Read Across is a day where volunteers from across the community come and read to district classrooms citywide (K through 5th graders). Sign up by filling out the volunteer form! Most visits start at 8:00 a.m. (although there are a few afternoon time slots available). Once you fill out the form and return it, you will be contacted regarding the school, teacher, room number, and grade of your class. You can even decide which school or grade level you would like to visit and library staff are happy to help you pick out books to read. Monrovia Historical Museum Celebrates National Museum Day!
In celebration of National Museum Day on September 21, we encourage everyone to make a trip to the Monrovia Historical Museum to explore its exhibits and learn more about our history!!!!
Founded in 1987 by a group of dedicated Monrovians in honor of the City’s Centennial Celebration, the Museum has been open and managed by volunteers ever since. The Museum contains information about the founding of Monrovia in 1887 and many artifacts from that early era, as well as a collection that spans Monrovia’s 132 year history.

MAFA 55th Annual Arts Show & Chalk Fest
The Monrovia Association of Fine Arts presents the 55th Celebrate the Arts Show & ChalkFest, which will feature the third chalk festival in Monrovia with cash prizes, over 40 booths of local fine artists demonstrating and displaying their work, art by Mt. Sierra College students, and kids art and teen urban art activities.
On October 5, 10 a.m. – 6 p.m., head out to Station Square Park to celebrate, “Art Changes the World." It will feature quality live entertainment on the Station Square Park stage and popular food trucks and restaurants. For more information, be sure to check out MAFA online.
DIY Network TV’s Restored Coming To Monrovia!
The DIY Network TV program Restored, which documents the restoration of vintage homes, is looking for three Monrovia homes to be on their show. There are several conditions for potential candidates:
- The home must be a vintage Craftsman, Victorian, Spanish Colonial Revival or similar period home and still have many of its original features.
- The work undertaken on each home will be different, but most likely would include a kitchen remodel, front entry, exterior, maybe bathroom and fireplace, etc.
- The homeowner will have to contribute a minimum of $60,000.
- The project typically takes 8 weeks and the occupants must move out during that time.
- House furnishings will be removed during the remodel.

Monrovia Community Garden Program To Host A Free Composting Workshop On September 21 At 9:00 A.M.!
As part of the new Community Garden program, the City will be coordinating gardening educational workshops throughout the year, and all of these workshops will be free and open to the public! The first Garden Workshop was a Success!
Monrovia Community Garden hosted its first workshop: Veggie Gardening 101 to over 35 community members. Attendees learned about seasonal planting, pest and disease control, and basic gardening knowledge.
The second workshop will be held on Saturday, September 21, 9 a.m. – 11 a.m., and will be focused on Composting! During this workshop you will learn about all things compost: What you can and can't compost, different types of compost methods, and all about our community compost program. All are welcome!

Key Development Project – Current Tentative Timeline For 5 Significant Initiatives
I wanted to provide everyone with an update regarding the current project timeline for each of our key development projects moving ahead. We’ve been working hard the past few months to get everything sync’d up (thank you Community Development Department team!), and in the past couple of weeks, the team has been working to clarify the upcoming schedule for our key development projects moving ahead. To that end, there are currently 5 projects in the pipeline that staff would categorize as significant, and based on current timelines, the City will be considering these initiatives throughout the remainder of 2019.
An overview of each of those projects includes the following:
Adaptive Reuse of Former Monrovia Market Building
- Development Review Committee – August 2019
- Planning Commission – September 2019
- Of note, no City Council review of this project is needed, unless is appealed
- Proposed by Bowden Development, this project seeks to transform the former Monrovia Market building at 525 South Shamrock Avenue into an auto museum with two loft apartment units on a second floor. Additional project details are included in a separate update item below.
Overton Moore Pacific Self Storage Project in Old Town (Former GTE / Verizon Building)

Development Review Committee Unanimously Approves The Proposed Adaptive Reuse Of The Former Monrovia Market Building For A Route 66 Automotive Museum / Special Event Venue, With A Small Residential Component
We are excited to share that the proposed auto museum / residential use proposed for the former Monrovia Market building is moving ahead! This past week, the Development Review Committee considered an entitlement application by Bowden Development to repurpose the former Monrovia Market building (located at 525 S. Shamrock Avenue) into a Route 66 Automotive Museum / Special Event Venue. The Automotive Museum would showcase several 1950 classic cars and memorabilia owned by the late Fred Bowden, and could be rented out for private parties and gatherings on a limited basis. The project proposal also includes the addition of two residential loft units on the second floor. A rendering of the project is included below for your consideration.
Given this approval, the item will now be considered by the Planning Commission on September 11. At that meeting, the Planning Commission will consider several entitlements and land use actions to facilitate the proposed use, including a General Plan and Zoning Amendment that would designate 525 South Shamrock (Monrovia Market) and 721 South Shamrock (Flying A Gasoline Station) into the PD-66 (Planned Development-Area 66) with new development guidelines to encourage the preservation, restoration and adaptive reuse of these Route 66 roadside buildings.
Arcadia’s Experience Portends A Significant Future Issue With Pasadena Humane Society, As Cost Increases Of Nearly 600% Are Being Pushed Onto Contracting Agencies!
Just a quick FYI on an animal control topic currently brewing … there is a lot of angst in the San Gabriel Valley regarding the way in which the Pasadena Humane Society (PHS) is approaching their planned implementation of significant rate increases for animal control services. Currently, Monrovia isn’t impacted by the possible changes, as our existing contract with PHS locks in our existing cost structure (~$120k / year) for the next two years through 2021. However, we should begin thinking about how to address this issue now, especially given the experience that other jurisdictions have been subject to.
The latest example of the issues associated with working with PHS comes from Arcadia. My understanding is that Arcadia has had two meetings with PHS which were both contentious, and in both instances, PHS had trouble addressing very basic questions related to significant planned cost increases.
How significant, you ask?
Well… how about a 578% cost increase?
It appears that Arcadia has historically been paying around $90k / year to PHS for animal control services. Without any detailed explanation, PHS is now telling Arcadia that the exact same service level will now cost around $525k / year!
From $90k / year to $525k / year! In one year!
PHS has been rolling this new cost structure out to other contracting agencies in the SGV, and La Canada and Bradbury were the first two cities to address this issue with PHS during the past few months. Those jurisdictions, like Arcadia, reported that the PHS has been employing a negotiating approach that is short on details regarding why costs are increasing so dramatically.
All of this points to a need to begin looking at alternate options. Unfortunately, when it comes to animal control, there are not many other service providers to contract with (LA County is basically the only other option available), and given that factor, a number of cities are now talking about meeting to discuss possible response options, including a separate regional animal control JPA. With the cost structure being proposed by PHS, it could likely make financial sense to move in that direction, and there are currently staff level conversations being planned with several cities, including Arcadia, La Canada, Bradbury, Sierra Madre, South Pasadena, San Marino, Pasadena, and Monrovia.

Paving Activities Continue In Monrovia Renewal South Section!
Recently, Sully-Miller Contracting Company has completed extensive amounts of paving on the remaining streets in the South Section of Monrovia Renewal, which is everything that is located to the South of the Freeway. At this time, all streets that have been ground have been paved back and they sure look great! We do hope that everyone is as pleased with the condition of the streets as we are!
For the week of September 15 – September 21, Sully-Miller will be:
- Installing Striping on all streets that have been recently paved!
There are two sizable streets that remain to be grinded and paved in the South Section, Myrtle Avenue and Evergreen Avenue. Sully-Miller is working to get these streets added to their schedule and resume paving at the end of October. We anticipate that all work in the South Section will be completed by November and we will be sure to keep everyone informed of the schedule as we learn more!
As with all sections of Monrovia Renewal Work, impacted residents will be notified at least 48 hours prior to any work taking place and any parking restrictions will be posted in the impacted work areas. Residents are advised to adhere to all notices received and posted parking restrictions. Monrovia Renewal North Area Construction Continuing, With Major Street Work Set To Resume This Week On Numerous Streets!
Monrovia Renewal construction activities are ongoing in the North Section Project area, which is the area of the City located to the North of and including Hillcrest Boulevard, Greystone Avenue and Grand Avenue. Over the past week, considerable paving work was completed and will resume at the end of October. Ongoing grading and concrete pouring will continue as work moves through the largest Monrovia Renewal Project Area. There is a lot of work going on out there and, as always, we appreciate the patience and understanding that we are receiving from the community!
Over the coming week, some of the work that will be taking place includes:
- Slot Paving and Backfilling of Trenches from recently poured concrete
- Monday, September 16- Friday, September 20:
- Streets Include: Acorn Circle, Bradoaks Avenue, Grand Avenue, Greystone Avenue, Oakcliff Road, Meadow Lane, and Norumbega Drive
North Section Paving Slated to Resume near the End of October
This week, Sully-Miller shared with staff their proposed paving schedule for the remaining paving work to be completed in the North Section of Monrovia Renewal. There are a lot of components that dictate the paving schedule, including the completion of all concrete work and underground utility work in advance of paving, as well as the availability of paving crews, equipment and asphalt material. According to their schedule, Sully-Miler will resume paving operations during the week of October 30 and continue for approximately 15 working days.
Over the next couple of weeks, as the team prepares for paving activities, residents that are in the sections remaining to be paved will see the following activity taking place:
- Weeks of September 30 and October 7: Utility Lowering (Manholes, Water Valves)
- Week of October 7 – Pulverizing and Grading Will begin on streets that are to be reconstructed.
- Week of October 14 – Grinding to begin on streets that are to be overlaid
As work continues to progress over the coming weeks, we will be sure to continue to share all of the up to date schedules and information about ongoing construction activity.

Suspension Of Street Sweeping Enforcement In North Section Construction Area As Monrovia Renewal Has Been Extended Through September
Just a reminder that as the construction activity continues in the Monrovia Renewal North area, the City has suspended enforcement of street sweeping parking restrictions. This action will, hopefully, alleviate the burden of the construction related parking restrictions and make it a little easier for residents to access their properties while construction is taking place.
While construction activity continues in this section, residents are advised to adhere to all posted construction parking signs! The suspension of enforcement applies only to street sweeping restrictions; all other parking and vehicle code sections will remain enforced. The suspension of citations related to street sweeping will be effective until September 30, 2019. We appreciate all of your patience with all of the impacts related to Monrovia Renewal. City Council Adopts Resolution To Call For A Special Election To Keep Monrovia Revenue Local Sales And Use Tax Proposal On November 5, 2019
Over the past few months, staff has coordinated more than a dozen outreach meetings to discuss the possibility of calling for a special election in November 2019 for our community to consider a sales tax increase. The genesis of this idea was borne from the propensity of LA County to continue gaining approval for local sales tax rate increases, which have placed Monrovia on the precipice of hitting the State maximum rate of 10.25%. Currently, we only have 0.75% of sales tax capacity remaining, and there are several potential regional sales tax increase proposals being considered.
Throughout all of our outreach efforts, the response from most of the community regarding the possibility of increasing our local sales tax rate to keep Monrovia’s revenue local (and away from regional agencies, like LA County) has been generally positive. Given that feedback, on May 7, staff prepared a study session overview for City Council regarding our efforts to date, and also outlined a staff proposed spending plan should the measure be approved. The proposed spending plan was developed based on looming future fiscal threats, and to fund aspirational local priority projects that have been put on hold due to lack of funding. The key priority funding areas include:
- Fund an upgrade to the City’s Community Center
- Achieve a AAA Rating
- Give money back to residents by lowering the monthly municipal services bill
- Continue to invest in capital upgrades, including parks, facilities and infrastructure
- Set a fixed amount of money aside for community priorities, such as affordable housing, community based organizations, and schools.
These items were discussed in greater detail at the May 29 and June 4 Budget Study Sessions with the City Council. Additional details regarding the proposed spending plan and sales tax initiative can be found online.
Following all of the consideration regarding this matter, the City Council voted on June 4 to adopt the requisite resolutions needed to call for a special election to allow the community to consider the Keep Monrovia Revenue Local Sales and Use Tax Proposal. The item will be considered by Monrovia voters on Tuesday, November 5, 2019.
During the next several months, staff will continue to reach out to various community groups to gather additional feedback, and as the spending plan continues to develop, staff will continue to keep everyone apprised of any new information. Additionally, a one-page educational flyer has been created to provide more information on Measure K.
2019-2020 Youth Commission Applications Are Now Available!
The City of Monrovia Community Services Department is pleased to announce they are now accepting applications for the 2019-2020 school year. If you are a teen between the grades of 6th - 12th and have new and creative program ideas and are interested in making a difference in your community, this is your opportunity to be part of a positive, fun and rewarding experience! Progress Made On Providing Our ADA Users With Access To Wheelchair Accessible Vehicles Through The Lyft App!
I wanted to let everyone know that this past week, the City coordinated a meeting with representatives from both Lyft and Empire Transportation to discuss our ongoing efforts to establish on-demand ADA services. Based on recent engineering / app improvements made by Lyft, we are now coordinating logistical details that will facilitate the ability for our ADA users to call for a wheelchair accessible vehicle using the Lyft app! The vehicles will still be operated by Empire Transportation, and to coordinate this change, numerous logistical issues are currently being worked out. Once we do facilitate these changes, however, we will be able to make ADA accessibility more efficient for our users moving ahead.
Based on the discussion this week, it is likely that we will be ready to roll out the Lyft / ADA program via a beta-testing mode within the next month or two, and we will of course keep everyone apprised of our efforts moving ahead!
Giving Thanks Event (November 26) And Holiday Parade (December 5) Programs Finalized After Input From MOTAB And The Community Services Commission!
During the past several weeks, staff has been working to coordinate final plans for some of our holiday season festivities! And no… we can’t believe either that we’re already at a point where we need to start thinking about the holiday season!
In an effort to continually enhance our programmatic efforts, the City has been assessing ways to bifurcate our historic Tree Lighting Event and Holiday Parade from what has traditionally been one event into two separate activities.
After discussions with MOTAB and the Community Services Commission, the City is now making plans to finalize our holiday festivities, according to the following schedule:
- Hold a Thankful and Grateful Holiday Gathering event – that will include lighting the City’s Holiday tree, during the last week of November, on Tuesday, November 26
- Host the annual Holiday Parade on its traditional date of the first Thursday in December, which would be December 5 this year
The proposed Thankful and Grateful Holiday Gathering event is set to take place on Tuesday, November 26, from 5:00 p.m. – 8:00 p.m. in Library Park. This community celebration has been designed to show our gratitude to all who make Monrovia special, and will provide an opportunity to show our support for the community partners who are assisting those in need during the holiday season. The event will be free to attend, and will include live entertainment, community booths, a truck petting zoo, Library story times, crafts, a canned food drive, hay rides, a community art project, and of course… a very special guest who will assist in the lighting of the Holiday Tree in Library Park!
More details on both the Thankful and Grateful Holiday Gathering and the Holiday Parade events will be made available in the coming months ahead, but we did want to get the word out now to let everyone know what to expect in Monrovia this upcoming holiday season!
Up To Four Wounded Warrior Parking Spots Set To Be Installed In Old Town In The Next Week Or Two!
We wanted to let everyone know that Old Town Monrovia is about to get a few new parking spaces for our veteran community! During the past few months, staff has been in discussions with Chuck Keene and the American Legion to implement their vision of installing up to four (4) Wounded Warrior Veteran parking spaces in Old Town. The proposed parking spaces would be marked with special signage and would involve painting the parking space in purple, as outlined in the pictures below.
To date, we have identified general locations for the proposed parking spaces to include one on Palm Avenue (between the Community Center and the Library), one on Lime Avenue (between the Library and the Lime Parking Lot), one in front of City Hall, and one somewhere in the 400 block of Myrtle Avenue. These parking spaces are planned for installation within the next week or two, and we’re looking forward to honoring our veterans through this program moving ahead!
Traffic Safety Committee Approved Accessible Parking Policy And Application
If you’re a disabled resident who’s been struggling to find accessible and convenient off-street parking in close proximity to your home, the City has some good news for you! At the Traffic Safety Committee meeting on June 20, 2019, the Residential On-Street Accessible Parking Policy and application were approved and are now available! Parking spaces that result from an approved application are intended to provide close parking for disabled residents in high parking demand area, and not to be confused for a private parking space to replace the applicant’s driveway, garage, or other required on-site parking spaces. The approved space will not be exclusive to the applicant and any other persons or vehicles with a valid Disabled Person Parking Placard or Disabled Person License Plate may park in this designated space. As a note, the accessible parking space will still be subject to existing parking and regulatory restrictions, such as street sweeping.
The Traffic Safety application and policy are now available on the City’s website on the Public Works Application & Permits page. The completed application should be mailed or submitted to the Public Works Department Traffic Safety Committee. Southern California Edison Electrical System Improvements Impacting Portions Of Walnut And Primrose - Road Closure At Primrose Avenue Until September 30
As you may be aware, over the past couple of months, construction crews and inspectors from Southern California Edison (SCE) are continuing to coordinate a significant electrical system improvement/relocation project that is affecting the area of Myrtle Avenue, Primrose Avenue, and Walnut Avenue. This work is creating new conduits along Myrtle, Walnut, and Primrose Avenues to connect electrical service to an existing SCE Substation located on Primrose Avenue.
This past week, work began on Primrose Avenue, between Walnut Avenue and Chestnut. In order to facilitate the efficient completion of this work, Primrose Avenue will be closed in this area during working hours. This closure will ensure safety of motorists and pedestrians in the area as well as allowing construction crews to work more efficiently. Southbound travel will be permitted on Primrose Avenue, outside of working hours, however, Northbound Primrose (in this block) will remain closed until September 30.
We do ask motorists to avoid this area, if possible. Detour signs are clearly posted and folks are asked to drive safely and adhere to all posted signs and warning.

We are very excited to share with the community another great year of our City’s Youth Sports program! The Youth Sports Program provide City-wide programming for youth to play on teams with kids from different schools, and also encourages parent involvement by hosting practices twice a week in the evening, with games on Saturday mornings. Each participant will be taught the fundamentals in a safe and engaging environment. In addition, we have also opened up the program for 6th graders! Key program dates include:

In order to qualify for this program, the project area should include:
- Drought-tolerant area should be in the front yard visible from the street
- No more than 50% of your landscape should be turf
- No more than 30% of your landscape should be non-permeable, such as concrete
We encourage you to include:
- Drought-tolerant plants, such as succulents or other cacti, and plants native to Southern California
- Installation of drip irrigation or rotating nozzles
- Permeable hardscape such as decomposed granite or permeable pavers
- Inclusion of mulch areas
- Please complete the application and attach three photos of your landscape.
- Qualified participants will be recognized by the City and receive a one-time $25 credit on their water bill.

New State Regulations Have Further Eroded Local Control Over Housing Decisions
As the City prepares to consider several large-scale development projects, one housing note that we wanted to share with everyone relates to the impact that recent State legislation has had on our local land use controls as it relates to housing development. As you may recall, in 2017 and in 2018, the State approved a series of legislative amendments to the Housing Accountability Act (HAA), which combined has reduced local government authority to deny or reduce the density of proposed housing development projects.
To highlight how those pieces of legislation impact a municipality’s ability to regulate development, a full memo on the matter can be found online. In particular, I wanted to highlight some of the key changes that staff is currently grappling with:
- The new regulations adopted by the State stipulate that if a project conforms to a City’s applicable development standards (i.e., no variances or exceptions are sought), it will be extremely difficult for the City to legally deny any housing project.
- Furthermore, while a City can still institute a design and neighborhood compatibility review process, the City essentially now cannot deny a housing development project, or impose conditions that the project be developed at a lower density, unless strict findings can be identified which indicate that a project would have a specific, adverse impact on public health or safety.

As of March, Monrovia Transit serves passengers with ADA needs only. This change is being made to ensure the ADA accessible vehicles are reserved for those who need special accommodations. All passengers with ADA-related needs wishing to take advantage of this service should complete this short, one-time application, including providing back-up documentation showing disability eligibility, sign the waiver, and return both to the Community Center (119 W. Palm Avenue).
