The mission of the CDBG Program is to improve the quality of life for people of low-moderate incomes in low-income census tract areas, aid in the prevention of neighborhood deterioration, and meet other urgent community development needs through funding to local communities. With the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) signed into law, $5 billion in additional CDBG funds to prevent, prepare for, and respond to the COVID-19 Pandemic was made available.

At the council meeting on Tuesday, May 19, the Monrovia City Council approved staff's proposal for the CDBG-CV Supplemental Funding.

Programs Amount  Benefit  Guidelines 
Rental Assistance $60,000  1 month payment (supplemental $500)  Must assist low-moderate renters with COVID-19 related income impacts 
Utility Assistance $20,000  1 month utility payment (supplemental of up to $150)  Must assist low-moderate residents with COVID-19 related income impacts

The City of Monrovia COVID-19 Emergency Rental Assistance (COVID-19 ERA) and COVID-19 Emergency Utility Assistance (COVID-19 EUA) Programs will accept Eligibility Intake Forms from Monday, July 20, 2020, through Thursday, July 30, 2020.

Residents who are income eligible and whose income has been affected by the COVID-19 pandemic emergency will be able to apply for assistance of a one-time payment of up to $500 for rental assistance and for a one-time payment of up to $150 for utility assistance. These programs will provide approximately 120 rental assistance grants and approximately 135 utility assistance grants to qualified applicants.

Program Requirements

Residents interested in applying for either programs must meet the following eligibility requirements:

Emergency Rental Assistance 

  • Rent a dwelling within incorporated Monrovia city boundaries
  • Meet the Household Income Guidelines 
  • Economically impacted due to COVID-19 
  • Must not be receiving any other forms of rental subsidies

Emergency Utility Assistance

  • Reside in a dwelling within incorporated Monrovia city boundaries
  • Meet the Household Income Guidelines 
  • Economically impacted due to COVID-19

Eligibility Intake Form

If you meet all the requirements, please download and fill out an Eligibility Intake Form for the programs you would like to receive assistance. 

Eligible applicants will be entered into a lottery system and will be notified by City staff if they have been selected or not.

Submit Eligibility Intake Form

Eligibility Intake Forms will be accepted from July 20 to July 30. 

Once you have completed the Eligibility Intake Forms for either or both programs, attach the document and submit the completed form.
