The following personnel are responsible for key areas within the Monrovia Police Department. Please feel free to contact them if you have any questions regarding areas they are responsible for within the department.

HHarvey2018(2)Captain Heath Harvey, Operations Division Commander

Captain Harvey oversees the Operations Division of the Police Department, which includes patrol, parking enforcement, Foothills Special Enforcement Team (FSET), special events, reserve officer program, training, range staff, and traffic safety. He has a B.A. Degree in Criminal Justice. Office hours are Monday through Thursday, 8 a.m. to 6 p.m.

Wilken2018Captain Robert Wilken, Services Division Commander

Captain Wilken oversees the Services Division of the Police Department, which includes detectives, Special Enforcement Team (SET), community policing, records, jail operations, volunteers, evidence, dispatch, and the department's terrorism liaison duties. He has a B.A. Degree in Criminal Justice. Office hours are Monday through Thursday, 8 a.m. to 6 p.m.

Alfaro2018(2)Lieutenant Jaime Alfaro, Detective Bureau Commander

Lieutenant Alfaro is assigned as the commander over investigations, which includes all detectives and the Special Enforcement Team. He has oversight of investigative case management, reviews for u-non immigrant visa certifications, and concealed weapon permits. He reviews and assesses alcohol, tobacco, and other related business licensing and is the Public Information Officer for Spanish speaking interviews. He is a graduate of California's Command College Class #53 and has an M.A. Degree in Organizational Management. Office hours are Monday through Thursday, 7 a.m. to 5 p.m.

PNewton2018Lieutenant Patty Newton, Patrol Watch Commander

Lieutenant Newton oversees a patrol watch, including the police officers, jailer, dispatchers, and support staff on that watch. She is in charge of fleet operations, purchasing and maintenance, and is the department's Field Training Officer coordinator. Office hours vary according to her assigned shift.

Covarrubias2018Lieutenant Sarah Covarrubias, Patrol Watch Commander

Lieutenant Covarrubias oversees a patrol watch, including the police officers, jailer, dispatchers, and support staff on that watch. She is responsible for the management of the Monrovia Police Department's Personnel & Training Office, Police Youth Explorer Program, First Aid/CPR, and is in charge of personnel scheduling for the department. She has an M.A. Degree in Public Administration. Office hours vary according to her assigned shift.

Lieutenant Dan Verna, Patrol Watch CommanderLt Verna 2019

Lieutenant Verna oversees a patrol watch, including the police officers, jailers, dispatchers, and support staff on that watch. He is also responsible for the management of the Monrovia Police Department's Traffic Safety Program, Traffic Safety Grant Program, Parking Enforcement, and Chaplain Program.  He has a B.A. Degree in Criminal Justice. Office hours vary according to his assigned shift.

Sergeant Kevin Oberon, Community PolicingSgt Oberon 2019

Sergeant Oberon is responsible for Monrovia Police Department's Community Policing Programs, which include Neighborhood Watch, Business Watch, Graffiti and Gun Bounty Programs, Drive 25, and property management training. Office hours are Monday through Thursday, 7 a.m. to 5 p.m.

Ruano2018Officer James Ruano, School Resource Officer 

Officer Ruano is part of the Monrovia Police Department's Community Policing Bureau and is currently serving as the School Resource Officer for the Monrovia Unified School District. Office hours are Monday through Thursday, 7 a.m. to 5 p.m.
